The order of execution at the office of Vietnam Immigration:

Step 1: Prepare documents in accordance with the law.

Step 2: Foreigners applying for permanent residence in Vietnam shall submit their dossiers to the Vietnam Immigration of the provinces or centrally-run cities.

* Immigration management officers receive dossiers to check the legality and content of dossiers:

- If the dossier is complete and valid, the appointment interview slip shall be given to the payer.

- If the dossier is incomplete or invalid, the dossier-receiving official shall guide the payer to adjust or supplement it.

Appointment time: 10 working days from the date of application. From Monday to Friday (except Sunday and holidays).

Step 3: The Immigration Department - Public Security Offices of the provinces and cities directly under the Central Government shall interview foreigners applying for permanent residence together with their relatives in accordance with their appointment.

In the interview, when there is no need to further clarify matters related to criteria and conditions for permanent residence, the procedures for issuing receipts to the payers and requesting the payment of fees to the fee collectors fee. The officer collects the fee for receiving the money, writes the receipt and issues a receipt and receipt to the applicant.

Step 4: The Immigration Department shall notify in writing the decision of the Minister of Public Security on the foreigners' application for permanent residence. If accepted, within 5 working days from the date of receipt of the notification from the Immigration Office of the province or city under central authority where the foreigner applying for permanent residence advises the foreigner is resolved for permanent residence.

Step 5: Within 3 months from the date of receipt of the notice for permanent residence, the foreigner must go to the Immigration Office of the police department of the province or city directly under the Central Government to receive the card.

The receiver gives the receipt for comparison. Cadres shall return the results of inspection and request for the receipt and payment of permanent residence cards for persons who come to receive the results.

Foreigners applying for permanent residence or their relatives shall submit directly at the Immigration Office of the province or city under central authority. 

Processing time:

+ Within 4 months from the date of receipt of complete dossiers, the Minister of Public Security shall consider and decide on permanent residence; In cases where it is deemed necessary to make additional examination, it may be extended but for no more than 2 months.

+ Within 5 working days from the date of receipt of the notice from the Immigration Office of the province or city under central authority where the foreigner applying for permanent residence reports that the foreigner is entitled to Resident.

- Within 3 months after receiving the notice of settlement of permanent residence, the foreigner must go to the Immigration Office of the police department of the province or city directly under the Central Government where the permanent residence is applied for.
